The 2nd Japan-Australia Cyber Policy Dialogue

The 2nd Japan-Australia Cyber Policy Dialogue was held in Tokyo on Tuesday, 2 August, 2016. This

during Japan-Australia summit meeting in Tokyo on 7 April 2014. This
Dialogue reflects the two countries' broad commitment and longstanding cooperation on bilateral,
regional and global issues.
Japan and Australia deepened their understanding on each other's cybersecurity efforts based on the 1st
meeting of the Japan and Australia Cyber Policy Dialogue and recent significant changes in the level of
cyber incidents. They exchanged views on key issues on the international cyber agenda including the
development of norms and the application of international law to state behavior in cyberspace. The two
countries reaffirmed their cooperation on the elaboration of international law and norms, and confidence
building measures in international and regional fora such as UNGGE and ASEAN Regional Forum.
The two countries also discussed their respective cybersecurity strategies and policies, noting the
common vision embraced by them. They also discussed possible bilateral cooperation in areas such as
information sharing, critical information infrastructure protection, CERT, enhancing capacity on
cybersecurity, combating cybercrime and conducting joint exercises. Japan and Australia committed to
continue the Dialogue to address common cyber threats and to strengthen cooperation in regional and
international fora as well as regional capacity building.
The whole-of-government meeting was co-chaired by His Excellency Mr. Koichi Mizushima, Ambassador
in charge of Cyber Policy, Ministry of Foreign Affairs of Japan (MOFA), and Mr. Rob McKinnon, Assistant
Secretary, Strategic Issues and Intelligence Branch, Australian Department of Foreign Affairs and Trade
(DFAT), with the participation of officials from, on the Japanese side, National Center of Incident
Readiness and Strategy for Cybersecurity, National Security Secretariat, Cabinet Intelligence and
Research Office, National Police Agency, Ministry of Internal Affairs and Communications, Public Security
Intelligence Agency, Ministry of Foreign Affairs, Ministry of Economy, Trade and Industry, Ministry of
Defense and JPCERT/CC, and on the Australian side, Department of the Prime Minister and Cabinet,
DFAT, CERT Australia, representing the Australian Cyber Security Center, and Department of Defence.
Japan and Australia will hold the 3rd meeting in Canberra next year.
