an official receiver, assignee, liquidator or other like officer acting under any present or future
law relating to companies or bankruptcy;
“utter” includes—

the thing in question;
“valuable security” includes—

any writing entitling or evidencing the title of any person—

to any share or interest in any public stock, annuity, fund or debt of any country or

in any stock, annuity, fund or debt of any body corporate, company or society, whether
within Fiji or any other country or territory; or
(iii)
to any deposit in any bank;

any script, debenture, bill, note, warrant, order or other security for the payment of money;
any authority or request for the payment of money or for the delivery or transfer of goods or
chattels;
any accountable receipt, release or discharge;
any receipt or other instrument evidencing the payment of money, or the delivery of any chattel
personal; and
any document of title to lands or goods;

“vessel” includes any ship, a boat and every other kind of vessel used in navigation either on the sea or in
inland waters, and includes any type of aircraft;
“wound” means any incision or puncture which divides or pierces any exterior membrane of the body, and
any membrane is “exterior” for the purpose of this definition which can be touched without dividing
or piercing any other membrane.
(2) In the case of any of the offences in this Decree, when the manifestation by an overt act of an intention to
effect any purpose is an element of the offence, every act of conspiring with any person to effect that purpose, and
every act done in furtherance of the purpose by any of the persons conspiring, is deemed to be an overt act manifesting
the intention.
Other rules of construction
5.—(1) This Decree shall be interpreted in accordance with the principles of legal interpretation ordinarily
applied by the courts of Fiji.
(2) Expressions used in this Decree shall be presumed to be used with the meaning attaching to them in the
criminal law as applied in jurisdictions based upon the laws of England, and shall be construed in accordance with
such meanings—
(a) so far as is consistent with their context; and
(b) except as is expressly provided in this Decree.
(3) Nothing in section 2 or any other provision of this Decree prevents a court from relying on the authority
of any judgment of a court in Fiji, or any comparable foreign jurisdiction, in the aid of any matter of interpretation
arising in the context of any offence prescribed by this Decree, or any other Act or Decree.
