FOREWARD BY THE PRIME MINISTER After decades of conflict, Somalia is able and ready to reform its key economic sectors for sustainable economic growth. Among the key enablers of Somalia’s economy are information and communications technologies (ICTs), which has grown exponentially in the past two decades despite many challenges. With growing mobile penetration rate, advanced mobile money market and growing local tech companies the sector is one of the brightest spots in the Somali economy and immensely contributes to our GDP. Hassan Ali Khaire, Prime Minister Federal Republic of Somalia The development of the National ICT Policy and Strategy 2019-2024 is another milestone by the Ministry of Post, Telecommunications and Technology that will guide our country’s ICT vision for the next five years. This policy and strategy is aimed at creating synergies among government ministries and agencies because in a connected global economy no society, government or national economy can function without the use of ICTs. .This National ICT Policy will serve as the linchpin that would link the economic, the social and the political dimensions of our initiatives in area of our socio-economic development. I call upon other government ministries and agencies, private sector and development partners to help in the implementation of this policy and make their ICT-related initiatives in line with this Policy and Strategy. Such partnership and coordination are very important for mobilizing the required resources and avoid duplication. I would like to thank the Minister, State Minister and Deputy Minister and the entire team at the Ministry for the great work they have done since 2017.
