6 DIGITAL GOVERNMENT 6.1 GOALS Government services should be designed around the requirements of the people. They need to be more user-friendly and less burdened by red tape. They should be accessible through multiple channels. The concept of service to the community needs to be expanded so that government involves citizens and businesses in decision-making processes. In addition, public data, which government creates, designs and manages, should be openly shared across entities and authorities, and externally with third parties for their commercial re-use. This will prevent costly duplication and re-invention. Simplify existing digital public services. Extend government transparency and eDemocracy. Promote higher take-up of eGovernment services. Enable fact-based decision-making. Make government services accessible through mobile devices. 38 The goals of the actions under this strategic pillar are to: Encourage the re-use of public sector information. Engage citizens and increase participation. Stimulate greater collaboration between international partners, government, local enterprises and citizens.
