the Civil Law promulgated by Legislative Decree No. 19 of 2001; the Commercial Companies Law promulgated by Legislative Decree No. 21 for 2001; Legislative Decree No. 28 of 2002 Regarding Electronic Transactions; the Law regulating Governmental Tenders and Purchases promulgated by Legislative Decree No. 36 of 2002; the Criminal Procedural Law promulgated by Legislative Decree No. 46 of 2002; and on the basis on the proposal submitted by the Minister of Transportation, and after the approval thereof by the Council of Ministers, Has decreed the following Law: The First Article The provisions of the law attached hereto shall apply to telecommunications. The Second Article The provisions of this law attached hereto shall govern all telecommunications except the radio frequency spectrum, telecommunications networks and services used by the Bahrain Defence Forces and all security organs in the Kingdom. The Third Article Every contrary provision shall be superseded by the provisions of the attached Law. This Law shall be construed in accordance with the provisions of the relevant international agreements applicable in the Kingdom and the regulations of any international body or commission or organisation operating in the field of telecommunications of which the Kingdom is a member. The Fourth Article The Prime Minister and the Ministers shall, each according to his Authority, implement the provisions of this Law which shall take effect on the day following the date of its publication in the Official Gazette.
