National Information and Communications Technology Policy CHAPTER FIVE INSTITUTIONAL FRAMEWORK 5.0 Introduction Successful implementation of the ICT policy depends on the institutional framework that is in place to develop tools for operationalizing, enforcing, monitoring and evaluation to ensure desired outcomes. The institutional framework articulates the major roles of key institutions in the direction towards a transformed ICT knowledge society. The key institutions include: Ministry responsible for ICT; Sector Ministries; Regional Administration and Local Government; The Judiciary; Private Sector; Civil Society Organizations (CSO); Education and Research Institutions; Regional and International Organizations. 5.1 Ministry Responsible for ICT The Ministry is responsible for overall coordinating policy implementation, monitoring, evaluation, periodic review of the policy, strategies; and initiates legislation for policy implementation. Other responsibilities include awareness creation and provision of guidelines. The Ministry will promote ownership and mainstreaming of this policy to all sectors. In implementing this policy, the Ministry through the ICT Commission will facilitate, promote and coordinate implementation of national ICT development projects within the context of social and economic development. 5.2 Ministry Responsible for e-government The Ministry will be responsible for developing e-government policy and to facilitate its implementation in Government institutions. The e-Government Agency will be responsible for coordinating, overseeing, promoting and enforcing e-government in public institutions. 5.3 Sector Ministries The Ministries will ensure the integration of ICT in their sector specific policies and development initiatives. 42
