1.2 Scope The scope of the Guidelines is as follows: • Although the emphasis is on Internet infrastructure security, it is difficult to clearly differentiate between Internet infrastructure security, and network security and traditional information assurance practices.7 They are related areas, whose problems and solutions also highly overlap. • Solutions in Internet infrastructure security encompass many fields and many stakeholders, including policy-making, enacting and enforcing relevant and appropriate cyber laws, gathering and analyzing threat intelligence, information sharing and collaboration, and employing technical, economic and other solutions. • The methods and practices concerning physical security are now fairly mature. Therefore, they are not the focus of this document. However, the Guidelines also recognize the importance of protecting physical assets as well as digital assets. The recommendations highlight a number of aspects of physical security for assets such as cables and other physical infrastructures, but the topic is not exhaustively covered in this document. • As noted earlier, the Guidelines do not encompass all aspects of Internet infrastructure security. However, they are an important first step. Further work will be needed to create additional guidelines addressing particular issues. The Guidelines should only be regarded as a baseline document. • Also, the research revealed a lack of capacity in Internet infrastructure security in most countries across Africa. As a result, many of the recommendations focus on capacity building at regional, national and institutional or organizational levels. They seek to develop human resources through education and training, cooperation at all levels, capacity building in information sharing, etc. 7 Information assurance are actions to protect and defend information and information systems by guaranteeing their integrity, availability, authentication, non-repudiation and confidentiality. internetsociety.org Internet Infrastructure Security Guidelines for Africa 9
