Any distribution of the assets of the Agency to Member States shall be in proportion to their contributions to the budget and shall be effected at such times and under such conditions as the Council considers fair and equitable. The shares of assets distributed need not be uniform as to type of asset. No Member State shall be entitled to receive its share in such a distribution of assets until it has settled all its obligations to the Agency. Article 23 Official Languages The official languages of the Agency shall be the official languages of COMESA. 3. Any Member State receiving assets distributed pursuant to this Article shall enjoy the same rights with respect to such assets as the Agency enjoyed prior to their distribution. Article 24 Status of the Agency 1. The Agency shall enjoy international legal personality. 2. The Agency shall have in the territory of the Arab Republic of Egypt, the: (a) Legal capacity required for the performance of its functions; and (b) Power to acquire or dispose of moveable and immovable property in accordance with the laws and regulations in force in the Arab Republic of Egypt. 3. The Agency shall, in the exercise of its legal personality, be represented by the Executive Director, or such other official as may be designated in writing by the Executive Director. Article 25 Power to make Regulations 1. The Council may make regulations for carrying out the provisions of this Charter. 2.
