Set up IT clusters • Put in place a mixed governance structure involving different actors: government, corporations, SMEs, universities, aimed at helping with the creation of innovative and high-added value projects in the following four niches of excellence: • Mobile services; • Electrobanking/ management of digital copyrights/ security; • Web design/ computer graphics / Multimedia; • Domestic developped softwares to meet the needs of government and enterprises. 30.
