States Parties shall, subject to their domestic law, endeavour to leverage the expertise of and cooperate closely with other States Parties and relevant international and regional organizations, non-governmental organizations, civil society organizations, academic institutions and private sector entities, with a view to enhancing the effective implementation of this Convention. States Parties shall assist one another in planning and implementing research and training programmes designed to share expertise in the areas referred to in paragraph 3 of this article, and to that end shall also, when appropriate, use regional and international conferences and seminars to promote cooperation and to stimulate discussion on problems of mutual concern. States Parties shall consider assisting one another, upon request, in conducting evaluations, studies and research relating to the types, causes and effects of offences covered by this Convention committed in their respective territories, with a view to developing, with the participation of the competent authorities and relevant nongovernmental organizations, civil society organizations, academic institutions and private sector entities, strategies and action plans to prevent and combat cybercrime . 7. States Parties shall promote training and technical assistance that facilitates timely extradition and mutual legal assistance. Such training and technical assistance may include language training, assistance with the drafting and handling of mutual legal assistance requests, and secondments and exchanges between personnel in central authorities or agencies with relevant responsibilities. States Parties shall strengthen, to the extent necessary, efforts to maximize the effectiveness of technical assistance and capacity-building in international and regional organizations and in the framework of relevant bilateral and multilateral agreements or arrangements. States Parties shall consider establishing voluntary mechanisms with a view to contributing financially to the efforts of developing countries to implement this Convention through technical assistance programmes and capacity -building projects. Each State Party shall endeavour to make voluntary contributions to the United Nations Office on Drugs and Crime for the purpose of fostering, through the Office, programmes and projects with a view to implementing this Convention through technical assistance and capacity-building. [agreed ad referendum] Article 55. Exchange of information [agreed ad referendum] 1. Each State Party shall consider analysing, as appropriate, in consultation with relevant experts, including from non-governmental organizations, civil society organizations, academic institutions and private sector entities, trends in its territory with respect to offences covered by this Convention, as well as the circumstances in which such offences are committed. 2.
