107. The balance of the capabilities in the various domains of action will guarantee flexibility and efficient employment. The idea of having a comprehensive capability in every sector, however, will have to be rethought in favour of the strengthening those areas where deployment is more likely and effective. Enhancing capabilities will also lead to excellence while necessary operational capabilities, and not only at national level, will be pursued through international cooperation. 108. The expressed capability of the “special forces” and “special operation forces” will be reinforced and further integrated in order to work synergistically with conventional forces. The support systems for these forces must be strengthened in terms of efficiency, effectiveness and size. The process of “institution building” and “stabilisation” by Defence must be robust, especially in regards to equipping and training the security forces in the country where they operate. - 50 -
