1. applies equivalent conditions of interconnection and/or operator access in equivalent circumstances to other operators providing equivalent services; 2. provides services and information to other operators in relation to interconnection and/or operator access under the same conditions and of the same quality as it provides for its own services or those of its subsidiaries or partners.
