“unbundled access to the local loop” means full unbundled access to the local loop and shared access to the local loop; it does not entail a change in ownership of the local loop; 3(a) of 112(I) of 2016. “undertakings”, for purposes of competition on the terminal equipment market, means public or private operators to whom the State confers special or exclusive rights to import, market, connect, put in operation or maintain telecommunications terminal equipment; 3(a) of 112(I) of 2016. 4(h) of 160(I) of 2013. “Union harmonisation legislation” means any Union legislation harmonising the conditions for the marketing of products; “universal postal service” means the minimum set of postal services specified in Section 119B of this Law, as that depends upon any differentiation, which may lead to the Commissioner from time to time in the light of technological developments or new conditions in accordance with the in force binding acquit of the European Union by decree issued pursuant to Section 20 (s) of this Law. “universal service” means a minimum set of services, whether electronic communications services or postal services, as defined in this Law, of specified quality, which is available to all users regardless of their geographic location and, in the light of specific national circumstances in Cyprus, at an affordable price; 4(o) of 160(I) of 2013. “universal service provider” means every public or private postal service provider designated to provide the universal postal service or part thereof in the Republic, and whose identity has been notified to the European Commission pursuant to subsection (1) of Section 119A of this Law; 49
