Implementation Throughout its work the Group has been conscious of the need for urgent action on a number of fronts and of the resource implications of its Recommendations. Some of the Recommendations are addressed to member states of the Commonwealth, and if the Recommendations are to be implemented financial and human resources will have to be found from the national budget and/or with the help of funding bodies. Other Recommendations are addressed to the Commonwealth Secretariat. The Secretariat has many mandates and limited resources and the Group strongly recommends that the member states contribute the extra-budgetary resources needed for the implementation of the relevant Recommendations. RECOMMENDATION 16. Bearing in mind the seriousness of the practical implications of cybercrime and the urgent need for the commitment of adequate resources, the Group strongly recommends that member states contribute the resources needed for the implementation of the foregoing recommendations. 49
