process, as provided for in this Act shall be followed. (3) Certain conditions in regard to environmental, town planning and regional development considerations may be applicable to authorized entities and in particular conditions relating to the granting of access to public or private property and to the co-location or sharing of facilities. (4) Where operators wish to have access to scarce resources, such as, radio frequency spectrum, numbers or land, the Authority shall, subject to consultation with the Minister, retain the right to put in place additional conditions and those conditions that relate to scarce resources shall be activated where an operator gains access to the resources. (5) Conditions attached to information and communications licences are without prejudice to(a) any other legal condition not specific to the information and communications sectors; and (b) measures taken by Government pursuant to public interest requirements recognized under any legislation and regulations, and relating, in particular, to public morality, public safety and security, including criminal investigations, and public order. Licence conditions 32. (1) Without limiting the general nature of conditions that may be attached to an information and communications licence pursuant to this Act, the regulations under this Act and other legislation in force, conditions which may be attached to an information and communications licence shall relate to- (a) conditions aimed at ensuring compliance with relevant essential requirements; 52
