additional deciding vote.

(3) Except as provided in subsections (1) and (2), the

Authority shall determine its own procedure as the

Section 14.
Title 21 of the Code of the Federated States of
11 Micronesia, as amended, is hereby further amended by adding a new
12 section 310 under chapter 3, to read as follows:

Duty of members to disclose conflicts of
(1) A member of the Authority who is in any way

directly or indirectly interested in a matter before the
17
Authority shall, as soon as possible after the relevant
18
circumstances have come to his knowledge, disclose the
19
nature of his interest to the Authority. If the Chief

Executive is the sole member, the Chief Executive shall
21
disclose the nature of his interest to the President.

(2) Any disclosure made under subsection (1) shall be
recorded:
(a) In the minutes of the next meeting of the
Authority where there are additional members; and
