It is on this basis that we will transform Germany into a
country that embraces digital culture. High-quality digital
content is a prerequisite for this transformation. To this
end, we will further improve conditions for content providers. We will also continue to drive the digitisation of
cultural assets and improve accessibility to our cultural
and scientific heritage in archives, libraries and museums.
zzWe are therefore supporting the establishment of a
Federal and Länder Commission as soon as possible
to create a compatible media regime and to adapt this
regime more effectively to digitisation and convergence
of media in the relevant areas of media supervision,
telecommunications law and competition law.
zzWe are also advocating a review of the Audiovisual
Our society‘s collective knowledge will be increasingly
stored in digital form. We will be able to access this know
ledge anywhere, at any time. The exponential growth in
data offers great opportunities for our knowledge society,
but also presents us with new challenges for preserving this
data. Public digital content is also available in a wide variety of media and formats. There is a risk of this content
becoming unreadable and therefore being lost in the long
term due to changes in technology.
zzWe are developing a comprehensive strategy and action
plans with suitable technical solutions and standards for
the digitisation of cultural assets (including digital cinema
and film digitisation) and for the long-term preservation
of knowledge, information and cultural assets in digital
form. We are also creating the legal framework required
to do this.
zzWe will make digitised cultural assets and their meta-
data openly available, free of charge wherever possible,
in a way that does not infringe copyright.
zzWe are building and expanding the German Digital
Library.
The current media regime originated in an analogue world.
We will adapt this regime to the conditions of the digital age.
Regulations must allow for the convergence of media, new
technological developments and changing usage habits.
Different regulation of content depending on the distribution channel can lead to competitive imbalances.
