226 (c) (d) (e) a representative of the Ministry responsible for local government; a representative of the Ministry responsible for finance; and a representative of the Lesotho Electricity Company. There shall be the Executive Secretary who shall be appointed (3) by the Authority, on a contract of not more than 3 years; (4) The Executive Secretary shall (a) serve as a non-voting member of the Committee; (b) serve as secretary of the Committee; (c) be responsible for (i) executing the decisions of the Committee; (639) transacting the day-to-day business of the Fund; and (iii) _ exercising such powers as may be delegated by the Committee. Functions of the Universal Service Fund Committee 36. (1) The Committee shall take such action, consistent with this Act, as may be necessary to ensure that people throughout Lesotho (a) have access to basic domestic and international telephony services and Internet access; (b) have access to a diverse range of radio and television (c) broadcasting services; and receive basic postal services.
