• Implementing regional, continental and the global initiatives for which Lesotho is a member. • Reinforcing partnerships with international organisations with a view to increasing support for national and regional initiatives in the area of ICTs, encouraging technology transfer and promoting capacity building. • Disseminating information regarding the international best practices and experiences of other countries in the use of ICTs for development. 4.2 Regulator Restructuring The Minister of Communications, Science and Technology shall broaden the scope of the Lesotho Telecommunications authority to include responsibility over the more encompassing ICT sector. The authority will be foremost accountable to the Minister of Communications, Science and Technology, and shall report to parliament through the MCST Minister. 4.2.2 Objectives The specific objectives of the regulatory authority will be to: • Regulate the ICT sector in the public interest • Contribute towards development of the social goals of ICT policy including provision of universal service and universal access. • Ensure the provision of a wide range of ICT services to stimulate and support economic growth • Regulate all ICT service providers • Ensure a level playing field as permitted by the ICT policy • Protect the interests of all ICT users and consumers as well as the general public • Stimulate innovation in the ICT industry with a view to provide advanced ICT services. • Manage common national resources effectively.
