impact of exogenous shocks, such as natural disasters and the global economic and financial crisis, on the economies of most CARICOM States has exacerbated the debt and fiscal challenges they face. Given the issues outlined above, the Environmental Scan pointed to the need for priority action in a number of areas such as: implementation of the CSME; macroeconomic stabilization; ensuring an enabling business environment for growth; youth development, entrepreneurship and innovation; improved citizen security and health; human capital development; mainstreaming diversity; reduction in environmental vulnerabilities; diversification and development of energy resources; ICT access; strengthening governance; and building the Regional identity.
