CURRENT CONDITIONS
The Cross-cutting Strategy for the Information Society 2008-2013, adopted through
Decision No. 59 of the Council of Ministers,
dated 21.01.2009, set out the main development directions and objectives in the field
of information society during this period of
time. This document replaced the first document of the ICT strategy adopted in 2003,
whilst it also ammended the main objectives
for the ICT as specified in the document for
the National Strategy for Development and
Integration 2007-2013.
The Cross-cutting Strategy for the Information Society (ISSIS) was built in five main
components. This was based on the ICT conditions and information society development in 2008, where a very low scale of
internet, PC in the family and fixed telephony were identified, with the scale of mobile
telephony at the level of 70%, a few developments of the electronic services mainly related to business, and an incomplete
institutional and legal framework for the
information society. These components are
as follows:
►► Development of legal and institutional
framework;
►► Development of ICT infrastructure
and the facilitation of cheap and fast
internet;
►► Development of e-governance;
►► Education related to ICT knowledge;
►► Promotion of e-business.
ISSIS was also accompanied by an
action plan which was reviwed in 2011. The
action plan for the period 2011-2013 included
activities related to the development of ICT,
e-governance and the information society
in general. Part of the activities of this plan
were fulfilled, whilst the rest of them are still
ongoing. A number of activities have to be
readdressed and focused toward the fruition of the government programme for the
consolidated development of the ICT infrastructure, increase of electronic services as
well as the increase of utilization of these
services by the citizens, business as well as
the public administration itself.
Development of the
legal and institutional
framework
During the period of 2008-2013, a series of
laws were drafted and adopted in compliance with the European Union standards.
The efforts of the Albanian institutions during this period were focused into the development of the necessary legal and institutional framework in order to secure an efficient
environment for communicating with the
business, establishment and maintanance of
the advanced electronic communication for
the needs of the public administration and
electronic governance, legal ammendmends
