15. (a) be known as the Executive Director; and (b) be appointed by the Board with the approval of the Minister on such terms and conditions as the Board thinks fit. (2) The Executive Director shall be responsible for the execution of the policy and the control and management of the day-to-day business of the Authority. (3) The Executive Director (a) shall attend every meeting of the Board; (b) may take part in the deliberations of the Board; (c) shall not be entitled to vote on any question before the Board. (4) The Executive Director may, with the approval of the Board, delegate any of the functions or powers delegated to him under section 10 to an officer. (5) In the exercise of his functions, the Executive Director shall act in accordance with such directions as he may receive from the Board. Employment of staff (1) The Authority may employ, on such terms and conditions as it thinks fit, such officers and other members of staff as may be necessary for the proper discharge of the functions of the Authority. (2) Every employee shall be under the administrative control of the Executive Director. (3) Every employee who has an interest in any contract with the authority or acquires an interest of any kind from a licensee shall make a declaration on the prescribed or approved form. PART III - OBJECTS, POWERS AND FUNCTIONS OF THE AUTHORITY 16. Objects of the Authority The objects of the Authority shall be (a) to democratise access to information taking into account the quality, diversity and plurality in the choice of services available through the use of information and communication technologies (b) to create a level playing field for all operators in the interest of consumers in general; (c) to license and regulate the information and communication services;
