Ensuring Connectivities consists of three sectors: National ICT Infrastructure, Legal Framework and Cyber Security. Enhancing Capabilities formulated with three sectors: ICT Industry, ICT Standards, and Research and Development. Enriching e-Services includes e-Government Services, e-Public Services, e-Economy Services and e-Education Services. These four strategic thrusts are set up as practical and powerful tools people can realize advantages of ICT and eventually bring improved quality of life. 6
