Message from the Minister of Internal Affairs Hon Andrew Solomon Napuat Vanuatu has many strengths, but also vulnerabilities, including our exposure to natural disasters and climate change, and our understrength national security forces. In our complex, challenging and fast-changing global and regional security environment, we must adapt and act accordingly. The Government has now given national security its highest priority. This document provides a full strategy for national security alongside clear decisions about our country’s priorities, the capabilities we need to achieve them and the resources we will allocate. It provides for the establishment of strong government machinery, under the new National Security Council, to deal with national security issues and to boost our intelligence and assessment capacity. This strategy embraces the broad concept of security now widely accepted regionally and globally - covering not just traditional security concerns, but also issues like climate change and human security – and focuses on the security challenges most relevant to Vanuatu’s circumstances. 6 Vanuatu National Security Strategy
