Establishment of national mechanisms for effective prevention and suppression of cyber terrorism, including protection of the key computer infrastructure from possible terrorist attacks and suppression of abuse of the computer net for terrorist purposes; 21. Continuous surveillance over radical groups whose behavior could lead to any form of violence; 22. Preventative action through prevention of incitement and recruitment in sensitive or isolated communities; 23. Each institution/agency shall produce an Action Plan from within its purview in prevention and fight against terrorism; 24. Establishment of a Body for oversight of the implementation of the Strategy and Action Plans of the institutions and agencies envisaged by the Strategy. 25
