Whosoever shall publicly incite any other person to disobey the law, shall, on conviction, be liable to imprisonment for a term not exceeding three months or to a fine (multa), or, in minor cases, to detention or to a fine (ammenda). If two or more persons shall conspire to excite hatred or contempt towards the person of the President of Malta or towards the Government of Malta, or to incite other persons to attempt the alteration of any matter established by law, otherwise than by lawful means, every person so offending shall, on conviction, be liable to imprisonment for a term from six to eighteen months.
