establishing provident fund and undertaking other schemes for the
welfare of the employees and exercising control over, and making
contribution to, such fund or scheme.
(4)
The appointment and conditions of service of the employees shall be
determined by regulations and until such regulations are made the Commission may, by
administrative order, determine those matters.
19.
Appointment of personnel on deputation from other organizations.- (1) The
Commission may, with the consent of the respective controlling authority, appoint on
deputation any employee of the Government or a statutory body, and such appointment
shall be made in accordance with applicable laws and as agreed between the Commission
and the said authority.
(2)
A person appointed under sub-section (1) shall, while serving in the
Commission, be subject to the same discipline and control as the other employees of
the Commission are subjected to.
20.
Employment outside Commission.- (1) A Commissioner shall not, without
written approval of the Government, and a full-time officer or employee of the
Commission shall not, without written approval of the Commission, engage himself in
any work for any kind of remuneration or in any work outside the Commission, nor shall
he continue to be engaged in such work.
(2)
Any Commissioner, or any officer or other employee of the Commission,
shall not engage himself, nor shall he continue to be engaged, in any work which, in the
opinion of the Government or the Commission respectively, may adversely affect the
proper discharge of his functions and duties.
CHAPTER III
FINANCIAL MATTERS OF COMMISSION
21.
Bangladesh Telecommunication Regulatory Commission Fund.- (1) The
Commission shall have a fund to be known as the Bangladesh Telecommunication
Regulatory Commission Fund, and grants from the Government, a statutory body or
other local or foreign organization, loans raised by the Commission, fees and charges
