Create the government entity (Central Information Management
Agency, CIMA) with the responsibility for the completion of the
development of the Plan and to take ownership for its
implementation. Amongst others, this body will serve as a
secretariat to the national coordinating body and mobilize the
national effort in the delivery of the ICT Plan

Appoint an executive level director/leader within the new entity
with responsibility to deliver the plan. The person should be of high
technological and managerial capability and experience.

Develop a Budget for the entity for the management, completion
and implementation of the strategic ICT Plan

Develop a strategy for mobilizing the finance required to implement
the national IT programme. The establishment of a technology
development/loan fund offers one approach.
7.
Identify those aspect of the Plan that requires immediate
implementation
8.
Conduct national surveys to determine the capital and intellectual
stock as it relates to ICT
9.
As a matter of urgency establish an Educational Technology Task
Force to complete the development of an holistic ICT plan for
education and commence its implementation.
10.
Establish Technology Evaluation And Procurement Council to
interface between government and the vendors of technology
systems in the ICT sector.
