concealment of evidence, production of forged evidence or in another manner seeks to have an innocent person accused of, or sentenced for, a criminal offence, shall be … imprisoned for up to 10 years. When sentence is determined, consideration shall be given to the severity of the punishment prescribed for the offence which it is asserted, or implied, that other person committed. … Where the offence resulted, or was intended to result, in a loss of welfare for any person, the punishment shall take the form of imprisonment of not less than 2 years and up to a maximum of 16 years.
