PART III Article 13 Communication and Information FINANCIAL RESOURCES AND AUDIT Article 14 Budget 1. Each Member State shall designate a country unit with which the Agency may collaborate in pursuit of the objectives of this Charter. 1. There shall be a budget for the Agency funded by annual contributions of the Member States and such other resources as may be determined by the Council. 2. The Member States agree to co-operate with and assist the Secretary- General and the Executive Director in the performance of the functions conferred upon them by this Charter and, in particular, to provide information relating to the activities of the Agency, which may be requested by them. 2. The contributions of the Member States shall be based on the budget as approved by the Council on the recommendation of the Board, through the Secretary-General. 3. All expenditure of the Agency in respect of each financial year shall be approved by the Council as part of the budget of the Secretariat through the office of the Secretary-General on recommendation of the Board. 4. A draft budget for each financial year shall be prepared by the Executive Director and shall be approved by the Board for recommendation to the Council through the Secretary-General. 5. There may be special budgets expenditures of the Agency. to meet extraordinary Article 15 Fees The Agency may charge fees for any services rendered by it. Article 16 Loans, Grants and Special Funds The Agency may, through the Secretary-General, accept loans, grants and special funds and any other assistance: 40
