The society as a whole increasingly
relies on the use of electronic communication services as well as the information society services in general.
The high quality digital infrastructure
is a basis for almost every sector of
the modern, innovative society. Digital
society, the society that delivers sustainable economic and social benefits,
based on the contemporary network
services and fast internet connection,
is at the top of the strategic priorities
of the developed economies.
The introduction of the new ICT and
other contemporary services, which
require high data transaction speed,
is unthinkable without the developed broadband access and adequate infrastructure. The development
and construction of modern electronic communication networks,
efficient use of the radio-frequency
spectrum, geographic and economic
accessibility of broadband, represent a goal with respect to the development of digital Montenegro.
European
context
The expansion of fast and ultra-fast
Internet access is one of the priorities set by the Digital Agenda for
Europe, together with the of the benefits of Digital Single Market for households and business sector. Digital
Agenda has brought concrete measures and goals, as well as recommended deadlines for achievement
of these goals.
The main goals for improvement of
the broadband access are the following:
• the basic access ⇒ coverage:
100% of the EU population
by 2013,
• the fast access (30 Mbit/s or
more) ⇒ coveraget: 100% of
the EU population by 2020,
• ultra-fast access (100 Mbit/s
or more) ⇒ usage: 50% of
the EU households by 2020.
EU Member States have adopted
national plans and strategies for
the broadband access development,
which differ among the Member
States. The availability of the broadband access via fixed network is
highest in the states that possess a
well developed xDSL infrastructure
amounting to more than 90%. In the
recent years the availability of the
broadband Internet access via xDSL
hasn’t significantly changed, due to
the fact that the EU states focused on
NGA infrastructure (VDSL, DOCSIS 3,
FTTP) and wireless technologies development. The availability of NGA
infrastructure in EU Member States
totals 68%.
