Description
  • Specialised committee of the National Security Council (NSC), chaired by the Secretary of State director of the National Intelligence Center and director of the National Cryptological Center; created by the NSC Agreement;
  • Meets upon the initiative of its president at least on a bimonthly basis, or as many times as it considers necessary, taking into account the circumstances that affect cybersecurity;
  • Functions:
    1. Support the decision making of the NSC on cybersecurity through the analysis, study and proposal of initiatives;
    2. Strengthen coordination, collaboration and cooperation between different Public Administrations with cybersecurity competences and between the public and private sectors;
    3. Contribute to the development of regulatory proposals on cybersecurity for consideration by the NSC;
    4. Provide support to the NSC in verifying the compliance with the National Security Strategy in relation to cybersecurity, and promoting its revisions;
    5. Verify the degree of compliance with the National Cybersecurity Strategy and inform the NSC;
    6. Carry out the assessment of risks and threats, analyze possible crisis scenarios and their evolution, prepare and maintain updated response plans and formulate guidelines for cybersecurity crisis management exercise and evaluate the results of its execution;
    7. Contribute to the availability of existing resources and carry out studies and analysis on the means and capacities of the different Public Administrations and agencies involved with the purpose of cataloging the effective response measures to cybersecurity incidents;
    8. Facilitate the operative coordination between the organs and competent authorities when cybersecurity situation requires it and while the Specialized Situation Committee does not act.
