(a) creates a transparent regulatory and procedural framework which
encourages innovative technologies and facilitates the transition of
the market to full competition;
(b) ensures and promotes the provision of a broad range of national and
cross-border Electronic Communications services;
(c) promotes effective competition and ensures that positions of market
power are not abused;
(d) describes the structure, role, funding and procedures of the Office of
the Commissioner for the Regulation of Electronic Communications
and Postal Services;
(e) determines the scope of universal service and the conditions for its
provision and funding;
(f) implements specific data protection, consumer protection and users'
rights rules;
(g) ensures the safety and interoperability of networks and services;
(h) works towards the effective and efficient use of scarce resources;
(i) introduces an institutional framework that conforms with obligations
under Community law;
(j) protects public security interests; and
(k) ensures and promotes the development of postal services and the
improvement of their quality.
