Goals The goal of building cyber security capacity shall be: 1. Building a capacity and setting a structure that enables to detect and respond to cyber security threats, vulnerabilities, and attacks; 2. Strengthening the cyber security capacity of public, private, and higher education institutions; 3. Producing competent cyber security experts and leaders at the national level; 2.4.3. Strategies and Tactics 1. Establishing up to standard cyber security education and training program in the country by developing cyber security curriculum for primary, secondary, and higher education institutions; Tactic One: Cyber security education will be included in the education policy of the country; Tactic Two: Up to date educational and training certification will be provided to professionals to enhance their cyber security capabilities; Tactic Three: A standard of competency for cyber security professionals will be set; 2.
