where appropriate, experts to participate in relevant committees and groups, and (ii) pursue international coordination of radio frequencies (channels) and international protection of radio stations (radio frequencies); (x) determine a code of practice for Gambian licensees in their dealing with international and correspondent licensees and regulate international accounting rates and practices only as required to avoid anti-competitive practices but not so as to inhibit the advancement of technology and the growth of competition; (y) regulate the procedure for the resolution of disputes between information and communications network operators or service providers and the relationship between the Authority and other public authorities responsible for the resolution of disputes; and (z) perform any other functions assigned to it under this Act. PART II - AUTHORISATION OF INFORMATION AND COMMUNICATIONS SYSTEMS AND SERVICES Licensing of information and communications services, sys-tems and apparatus 10. (1) Subject to the other provisions of this Act, a person shall not- (a) establish, install, operate or maintain an information or communications system; or (b) provide an information and communications service or install information or communications apparatus, in The Gambia without an authorization issued for that purpose in accordance with this Act and any other relevant legislation. 36
