“new entrant launch date” means the date on which the new
entrant begins offering mobile telecommunications
services to the public generally in Solomon Islands
pursuant to section 128(5);
“new mobile licence” means a licence issued pursuant to
section 128 to the new entrant substantially in the
form set out in Schedule 2;
“President of the List of Experts” means a person appointed as
such under section 99, and “President” has a
corresponding meaning;
“price” means financial consideration charged to a user for the
provision of a telecommunications service or access,
whether on a wholesale or retail basis;
“price cap method” means the method of price regulation
described in section 70;
“prior licence” means an authorisation for the operation of a
telecommunications network or provision of a
telecommunications service or use of any radio
frequencies issued or given prior to the
commencement date;
“public land” has the meaning given to it in section 2 of the
Land and Titles Act (Cap. 133);
“recognised service provider association” means an association
recognised as such by the Telecommunications
Commission under section 35;
“reference offer” has the meaning assigned to it in section 65;
“Secretary” means the person specified as such pursuant to
section 99;
“service licence” means an individual or a class licence issued
pursuant to this Act but does not include a prior
licence;
“service provider” means a person providing or entitled to
provide a telecommunications service in Solomon
Islands under a service licence or an exemption;
