15 “individual licence” means a licence issued pursuant to section 39; “individual licensee” means a licensee to whom an individual licence has been issued pursuant to section 39; “interconnection” means the physical and logical linking of telecommunications networks and systems used by the same or a different service provider in order to allow the users of one service provider to communicate with users of the same or another service provider, or to access the services of another service provider; “interim commissioner” means the individual appointed as such under section 10 or taking office as such under section 132 on an interim basis until the appointment of a commissioner in accordance with section 7; “Internet Assigned Numbers Authority” means the organisation responsible for the international coordination of the DNS Root, IP addressing and certain other Internet protocol resources (www.iana.org) and includes any successor to that organisation; “licence” means an authorisation to provide telecommunications services or use radio frequencies, as applicable; “licensee” means a person to whom a licence has been issued under this Act; “List of Experts” means a list of experts appointed in accordance with section 99; “message” means any sign, signal, writing, image, sound, instruction, information, or intelligence of any nature; “Minister” means the Minister responsible for this Act; “Ministry” means the Ministry responsible for Communications; “new entrant” means the first Telekom selected to telecommunications frequencies pursuant person other than Solomon receive a licence to provide services and use radio to section 128;
