The implementation of this policy will be an immense challenge for Lesotho with its limited financial resources and low levels of ICT penetration and literacy. Political leadership and a shared vision will be critical to its success. I am confident that we will succeed in this grand undertaking to transform our nation into a knowledge-based society and call upon all stakeholders to actively participate.
