Revised 2011 Bhutan ICT Roadmap, with three desired outcomes:

ICT for good governance;
ICT for a shared national consciousness; and
ICT as a key enabler for sustainable economic development.

In addition, provides several recommendations for improvement in ICT governance:

Creation of dedicated team to drive e-Government initiatives;
Capacity-building with domestic or foreign expertise and new expert pools; and
Exploration of alternative funding models like a public-private partnership.
