50 9. If necessary, the Commission shall give recommendations to the Conference of the States Parties on amendments to the Technical Annex to this Convention. Decisions on such recommendations shall be taken by consensus. 10. Under the recommendation of the ITC, the Conference of the States Parties may suggest to the States Parties amendments to the Technical Annex to this Convention. Article 63. Secretariat 1. The Secretary-General of the United Nations shall provide the necessary secretariat services to the Conference of the States Parties to the Convention. 2. The Secretariat shall: (a) make arrangements and provide the necessary services for the sessions of the Conference of the States Parties and the International Technical Commission; (b) upon request, assist States Parties in providing information to the Conference of the States Parties; and (c) ensure the necessary coordination with the secretariats of other relevant international and regional organizations. CHAPTER 6. FINAL PROVISIONS Article 64. Implementation of the Convention 1. Each State Party shall take the necessary measures, including legislative and administrative measures, in accordance with fundamental principles of its domestic law, to ensure the implementation of its obligations under this Convention. 2. Each State Party may adopt more strict or severe measures than those provided for by this Convention for preventing and combating ICT crimes. Article 65. Settlement of disputes l. The States Parties shall endeavour to settle disputes concerning the interpretation or application of this Convention through negotiations.
