incidents, particularly those affecting critical infrastructure at both the national and regional levels. In January 2022, the OSCE commenced a study aimed at analysing emerging practices in cyber incident classification amongst OSCE participating States and identifying the interests and needs of participating States in this area. The study draws from the results of two surveys and documentation provided by participating States. In addition to serving as important input for further exchanges between participating States on the topic, the report highlights a range of approaches and practices that can serve as guidance for States and other relevant stakeholders on cyber incident classification.
