A/76/187 (b) Adopting models that emphasize new technologies and make it necessar y to implement the technology underlying the national cybersecurity incident management system, in order to coordinate institutional efforts to manage cybersecurity incidents in a timely manner and establish the official source of statistics relating to cybersecurity incidents reported in the country; (c) Standardizing a mechanism for periodic reporting of cybersecurity incidents and vulnerabilities so that they can be identified, assessed and communicated to stakeholders, and so that they can inform decis ion-making by the national Government. The application of international law to the use of information and communications technologies Colombia considers that international law, in particular the Charter of the United Nations and including international human rights law and, to the extent applicable, international humanitarian law, applies to the “virtual” as well as “physical” domains, with the understanding that international humanitarian law only applies in situations of armed conflict in the virtual or physical domain. International law, and in particular the Charter of the United Nations, is applicable and is essential to maintaining peace and stability and promoting an open, secure, stable, accessible and peaceful ICT environment. Accordingly, th e principle of sovereign equality, among other principles of international law such as State sovereignty, the peaceful settlement of disputes and non-intervention in the internal affairs of other States, is the basis for greater security in the use of ICTs by States. Concepts In order to promote a deeper understanding of concepts related to international peace and security in the use of ICTs at the legal, technical and political levels, given the specific nature and novelty of their application, Colom bia believes that these concepts should continue to be discussed in multilateral forums, in accordance with the conclusions of the Open-ended Working Group on Developments in the Field of Information and Telecommunications in the Context of International S ecurity set out in its final report, adopted by consensus in March 2021. In order to promote a deeper understanding of the application of international law in cyberspace, capacity-building tools should be established to help States to develop a common vocabulary and more extensive knowledge so that they can adjust the international legal framework to the challenges of cyberspace and reach consensus on how international law is applied in the virtual domain. It is important to continue to implement the recommendations of the Group of Governmental Experts and of the Open-ended Working Group. It is also important to establish a global mechanism for regular institutional dialogue under the auspices of the United Nations in order to make progress in that regard, and to continue and strengthen the work being done at the regional level. Colombia is therefore supporting and co-sponsoring the initiative to establish a programme of action on the responsible use of ICTs in the context of international security, as a permanent, inclusive, consensual and action-oriented international instrument designed to promote responsible behaviour in the use of ICTs in the context of international security. 21-10045 15/46
