To promote and facilitate the use and application of ICTs by all segments of
society for economic, social and cultural development.
All segments of society must be equipped with the tools and skills necessary to
utilize ICTs. Education and training opportunities must therefore be made
widely available to accommodate persons interested in acquiring ICT skills. In
this connection, the needs of disadvantaged groups and persons with
disabilities must also be taken into consideration. Public sector and private
sector institutions must be restructured and reformed to promote and facilitate
the use of ICTs in everyday life.
