Executive Summary
The National ICT Strategy provides a plan of action that harnesses the skills and creativity of the
people of St. Lucia and combines them with modern information and communication
technology (ICT) to enable sustainable social and economic development and to support the
country’s national development agenda.
The plan is multi‐sectoral and focuses on ways in which the technology can be used for the
development and well‐being of each sector. The National ICT Vision of St. Lucia aims to:
“Improve the quality of life in Saint Lucia by embracing ICT to promote development, innovation
and global competitiveness thereby enabling sustainable social and economic growth.”
This vision is supported by three core values that will contribute to and underpin its success:
Community, Integrity, Innovation
The overarching Vision will be achieved by accomplishing the following objectives:
1. Provide universal access to electronic information and communications
2. Foster the use of ICT in education to develop human capacity, enhance competitiveness,
modernize the teaching and learning environment, facilitate equity of access, and to
develop individuals who are capable of functioning effectively in a technologically driven
society
3. Enable greater equity in the allocation and use of health care resources by exploiting
ICT‐enabled mechanisms to promote quality health care delivery and management
4. Improve the quality of life and social well being of the community through various
programmes that would enable the use of ICT for future challenges and technological
advancement
5. Promote economic development through the use of ICT and ICT professionals
6. Enable effective and efficient supply chain management (from production to sales and
marketing) through the use of ICT and thereby promote the economic viability and
sustainability of agricultural related activities
7. Establish a suitable institutional framework within the Public Sector to facilitate the
adoption of a common ICT infrastructure and architecture within government and
promote ICT as a driver for social advancement and economic growth
