National Ministerial ICT Steering & Advisory Committee
A National Ministerial ICT Steering and Advisory Committee (the ‘Steering Committee’) should
be established as a direct liaison between the proposed National ICT Implementation and
Monitoring Secretariat (the ‘Secretariat’) and Cabinet. The Steering Committee should be
chaired by the Minister for Social Transformation, Public Service, Human Resource
Development, Youth and Sports. Hence, the Committee would provide approval of the
government ICT policy and major initiatives, and make recommendations to Cabinet.
The Steering Committee should comprise Ministers from the key ministries that are impacted
by the National ICT Strategy, which need to support its implementation, such as Ministers
responsible for infrastructure, agriculture, community development and social services,
education, health, and tourism. The Committee should have some representation at the
Permanent Secretary level, including the Permanent Secretary with responsibility for ICT.
