The diagram below summarises the proposed governance structure for the implementation of the National Cybersecurity Strategy: Ministry of Transport and Communications Ministry of Defence, Justice and Security National Cybersecurity Advisory Council BWCIRT Digital Forensic Laboratory Cyber Security operational Centre Sectorial CIRTs (e.g. Financail CiRT, Government CIRT etc.) Figure 1 : NCS Governance Structure 4.3 Roles and Responsibilities The role of Government in Cybersecurity is extensive;this is to be expected given the vital role of ICTs in the nation, the wide range of threats and vulnerabilities and the cross-sector nature of Cybersecurity. The Government will assume a variety of roles including national level policy-making and citizen level capacity-building. However, it should be noted that cybersecurity is everyone’s responsibility.
