Harbouring, Concealing or Failing to Report an Insurgent, Bandit, Saboteur or Terrorist. (1) Whoever, knowing that another person is an insurgent, bandit, saboteur or terrorist, intentionally harbours or conceals that other person, commits an offence, and upon conviction, shall be sentenced to imprisonment of for a term not exceeding ten years and a fine. (2) Whoever becomes aware of the presence in Southern Sudan of another person whom he or she knows to be an insurgent, bandit, saboteur or terrorist and who— (a) fails, within the period prescribed in subsection (3), below, to report to an official the presence of that other person in Southern Sudan and any information in his or her power to give in relation to that other person; or (b) upon being questioned by an official, intentionally— (i) omits or refuses to disclose to the official any information in his or her power to give in relation to that other person; or (ii) gives the official false information in relation to that other person, commits an offence, and upon conviction, shall be sentenced to imprisonment for a term, not exceeding five years or with a fine. (3) Whoever shall make a report in accordance with the provision of subsection (2)(a), above, as soon as is reasonably practicable after he or she becomes aware of the presence in Southern Sudan of the insurgent, bandit, saboteur or terrorist concern, and in any event within seventy-two hours of becoming so aware, and 59
