Act 9 Penal Code Act 2008 “Offensive material” means any inflammable, dangerous, noxious, or deleterious substance, material or thing capable of killing or injuring persons, including, but not limited to— (a) low or high explosives and the ingredients thereof; (b) all types of fuse used in the ignition of explosives; (c) detonators; (d) timing devices, especially time pencils; (e) wire cutters; (f) concentrated or other harmful acids; (g) ammunition; (h) biological or chemical warfare agents; (i) any other substance, material or thing declared by the Minister, by notice in a statutory instrument, to be an offensive material for the purposes of this definitions; “Other Organized Forces” means organized forces of Police, Prisons, Wildlife and Fire Brigade.. “Omission” means a failure to do something, in which the person was under a legal obligation to do, and may denote a series of omissions as well as a single omission; “Person” means any legal entity, association or body of persons, whether or not incorporated, as well as any individual; “President” means the President of the Government of Southern Sudan; “Prostitution” means an immoral sexual intercourse for a consideration, being payment or reward; “Public” means any class or section of the public; “Public demonstration” means a procession, gathering or assembly in a public place of persons and additionally, or alternatively, of vehicles, where the gathering is in pursuit of a common purpose of demonstrating support for, or opposition to, any person, matter or thing, whether or not the gathering is spontaneous or is confined to persons who are members of a particular organization, association or other body or to persons who have been invited to attend; 23
