XV. MASS-MEDIA
1. To elaborate the national concept of media development based on enhancing
pluralism and freedom of speech.
2. To implement a viable mechanism to develop the local audio-visual
products, to secure the Moldovan information space and prevent/fight against internal
and foreign media influences with propaganda feature.
3. To develop a legal framework as regards the transparency of media property
(regarding the structure of shareholders and identity of final beneficiary), to set a
comprehensive control in order to prevent media property concentration, and
respectively to fine for non-observing legal provisions in the area.
4. To adopt a new Audiovisual Code in line with the Resolution of Council of
Europe, directives of European Union, EU good practices and recommendations of
development partners.
5. To adjust reforms of the national public audiovisual institution, namely
Teleradio-Moldova Company, meant to promote public’s interests and to exclude the
infringement of political factor into the public audiovisual activity.
6. To ensure de jure and de facto the independence of the Audiovisual
Coordinating Council and enhance its quality as guarantor of public interest in the
audiovisual sector, by non-admitting political interference in its activity.
7. To provide the Audiovisual Coordinating Council with strong prerogatives
to ensure the pluralism of opinions in the audiovisual programme, to promote policies
on observance of human rights and fundamental freedoms. To review the procedure
to fine offenders in audiovisual area in line with the European standards.
8. To implement the Law on denationalisation of periodicals and liberalize
market of distribution of written media.
9. To create an appropriate framework to develop the publicity sector, not to
admit unfair competition in the area and to proportionally dose advertisement from
abroad into the local media space.
10. To harmonise the Law on access to information in accord with
imperative and electronic governance practices.
